A safe school is more than a place where students learn—it is a community where every person feels respected, protected, heard, and valued.
The Association of Private School Administrators (APSA) – Quezon City calls on all member schools to continue strengthening a culture built on safety, respect, inclusion, child protection, and human dignity. Creating safe spaces is a shared commitment that involves school leaders, teachers, personnel, students, parents, and the wider school community.
Every learner deserves an environment where they can study, participate, express themselves, and grow without fear of bullying, harassment, discrimination, violence, or abuse. Likewise, teachers and school personnel deserve a workplace that respects their dignity, safety, and well-being.
Building this environment requires more than policies. It calls for everyday actions—from treating one another with kindness and respect to listening when someone raises a concern and responding appropriately when a member of the school community needs help.
When students know that they will be heard and supported, schools become stronger places for learning, personal development, and meaningful relationships.
APSA–Quezon City's commitment to safer schools is anchored on important national policies, including DepEd Order No. 40, s. 2012, or the Child Protection Policy; DepEd Order No. 55, s. 2013, concerning the implementation of the Anti-Bullying Act of 2013; and the Department of Education's guidelines for implementing the Safe Spaces Act in Basic Education.
These policies reinforce an important principle: protecting learners and creating respectful school environments is a responsibility shared by the entire education community.
Schools must remain proactive in preventing and appropriately addressing bullying, violence, discrimination, harassment, and abuse, while ensuring that students understand where and how they can safely seek help.
Creating safe and inclusive schools also reflects the values we seek to develop in every Filipino learner.

MAKA-TAO calls us to recognize and respect the dignity, rights, and worth of every person, regardless of their background or circumstances.

These values are not simply ideals to discuss in the classroom. We can demonstrate them every day through how we speak, listen, respond to concerns, resolve conflicts, care for our surroundings, and look after one another.
Safe Spaces Build Stronger Schools
A strong school community is one where people look out for each other. Students should feel confident speaking up when something is wrong. Teachers and personnel should be prepared to listen and respond. Parents and guardians should remain active partners in promoting their children's safety and well-being.
By working together, we can build schools where respect replaces bullying, inclusion overcomes discrimination, compassion guides our actions, and every member of the community knows that they belong.
